Caribbean Social Marketing to Prevent HIV & AIDS
  WHAT IS CARISMA?

Launched in April 2005, the three year Caribbean Social Marketing Programme for HIV & AIDS Prevention — known as CARISMA — supports condom social marketing activities and prevention-oriented behaviour change communications across the region to reduce the prevalence rate of HIV & AIDS, for which the Caribbean is second only to Sub Saharan Africa.

CARISMA is a development programme of CARICOM which is co-financed by the Federal Republic of Germany through the German Development Bank (KfW) and the Canadian International Development Agency (CIDA).

Options Consultancy Services Limited (Options) and Emerging Markets Group (EMG), the Regional Consultant for CARISMA, serve as partners in the design and implementation process with KfW, PANCAP and CIDA. The Regional Consultant helps PANCAP with programme implementation by providing high quality subcontracting, evaluation and monitoring. The regional Consultant also adds strategic value to the social marketing activities through an exchange of experience across the region via face to face meetings, periodic programme updates and the CARISMA website.

CARISMA is working with five social marketing organisations — PSI/Belize, PSI/Dominican Republic, PSI/Eastern Caribbean, PSI/Haiti and Constella Futures/Jamaica — that are implementing programmes that are now underway in Belize, the Dominican Republic, English Speaking Caribbean (Trinidad and Tobago, Barbados, Grenada, Dominica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines and Antigua), Haiti and Jamaica.

PANCAP
The Pan Caribbean Partnership against HIV/AIDS (PANCAP) was established in 2001 with the aim to scale up the response to HIV/AIDS in the region. Its specific mandate is to advocate for HIV/AIDS issues at government and highest levels; to coordinate the regional response and mobilise resources both regional and international and to increase country-level resources, both human and financial, to address the epidemic.

KfW
On behalf of the German federal government, KfW Entwicklungsbank (KfW development bank) provides funds and expertise. It provides loans and grants to support projects and programmes in developing countries.

CIDA
The Canadian International Development Agency (CIDA) is Canada’s lead agency for development assistance. It has a mandate to support sustainable development in developing countries in order to reduce poverty and to contribute to a more secure, equitable, and prosperous world.
